Esparto is an unincorporated town, so there's no city hall — services are split between a community services district, the county, and the school and fire districts. That split is confusing on a good day. This page puts it in one place: who provides what, when the meetings are, and how to be heard.

🏛 Yolo County
Everything a city hall would do elsewhere:
building permits, land use & planning, roads, code enforcement, the Sheriff. Planning questions about new construction or lot use go to the county, not the CSD:
yolocounty.gov.
🚒 Schools & fire
Esparto Unified School District runs the schools; the local fire protection district covers fire response. Each has its own elected board and public meetings — separate from the CSD and the county.

What's happening around town
💳 New utility billing portal
The CSD rolled out a new billing system — bills got a new look starting April 2026, with an online customer portal for payments. Current water/sewer rates date from the board's July 2024 rate action; the rate resolutions are posted on the CSD site.
🏘 Growing town
Esparto has grown in bursts (one 40% jump in recent decades) and it continues: Esperanza Crossing (Mercy Housing) is bringing new affordable homes for rural families, seniors, and the valley's agricultural and casino workforce — which also means new demands on the district's water and sewer capacity.
🌿 The valley context
Esparto sits at the mouth of the Capay Valley — Cache Creek casino country and, lately, the center of the county's cannabis-cultivation debate (the county has capped the valley's cannabis permits after residents documented over-concentration). The county administers a casino mitigation agreement with the Yocha Dehe Wintun Nation meant to offset local impacts.
